Budget around the core, not the full roster
Group the players whose departure would materially change your season. Enter their likely cost separately from the rest of the roster so you can test what happens if one priority changes.
Avoid counting departures too early
Only put a current commitment in the departure list when you are comfortable planning around that player leaving. An uncertain release should stay in the roster total or be tested in a separate scenario.
Recruit in waves
Model the first group of priority offers, review headroom, and then add the next group. This makes the cost of each wave visible and reduces the temptation to treat every prospect as an isolated decision.
